Built on flood gravel
The Valley floor is Ice Age flood gravel, and under it runs the Spokane Valley–Rathdrum Prairie Aquifer, the sole source of drinking water for more than 500,000 people. That gravel drains fast: good for patio bases and wall backfill, hard on shallow roots, and a reason to go easy on fertilizer.
208 swales
Many Valley subdivisions have grassy "208" swales that treat stormwater before it soaks in. Owners keep them in the approved lawn or ground cover, and fences or other structures can't go in or over them without written approval, so the design dresses up the rest of the yard and leaves the swale working.
Hot, dry summers
The Valley runs hot and dry in July and August. Shade from pergolas and pavilions, trees placed where they block the afternoon sun, and irrigation zoned by plant type do more than extra water ever will.
Along the river
Homes near the Spokane River and the Centennial Trail get river views and sometimes a steep bank. Under Washington's Shoreline Management Act, land within 200 feet of the river is shoreline jurisdiction, so work near the bank is planned with the City's shoreline rules in mind.

Usually not. Swales in Spokane-area subdivisions treat stormwater and are part of the approved plat. Owners keep them mowed and planted as approved, and structures like fences need written approval first. The rest of the yard is where the design goes to work.
Do I need a permit for a retaining wall in Spokane Valley?
If the wall is taller than four feet from the bottom of its footing, or it holds back a surcharge such as a driveway or a slope, generally yes. Most shorter garden walls don't. The City of Spokane Valley's permit center can confirm for a specific wall.
